 recordings from one station (the local Fox channel with a {{{720p at 59.94}}}
 stream) report that they're twice of what they should be. Some recordings
 from that station display the correct time.

 However, I have not experienced any show-stopping playback problems
 recently. When the time is incorrect, the playback is usually very choppy
 until I pause and unpause playback. After resuming, playback is smooth.
 So, using that simple workaround, the puts my problem in the cosmetic
 category.
