Log:

Work around a problem where the mythburn.py script was sometimes getting
wildly incorrect fps values for some files, mainly nuv files in mpeg4 but
other formats may also be affected.

Until a proper fix can be found this effectively hard codes the frame rates
to either 25 for pal or 29.97 for ntsc which will fix things for the vast 
majority of people but may cause problems for some.
