 Some mp3 players (mostly hardware) have trouble with ID3 tags encoded in
 UTF-16 or even UTF-8.

 My proposed solution is to offer the user a choice of what encoding they
 prefer. Patch attached. I'm looking for comments/objections before I apply
 this.
