 (In [13824]) Refs #3326. Brings back DVB Radio to multirec branch.

 This changeset implements DVB radio without the dummy video generator.

 There are still some problems, in particular we don't generate a keyframe
 map, because there are no video keyframes to map. This means skipping
 falls back to ffmpeg skipping which has some problems.
