Comment:

 With the 0.21 release not being too far of it's not worth spending any
 time backporting the changes.

 You can always add the flags to the profiles in
 INSTALLDIR/share/mythtv/mytharchive/encoding_profiles/ yourself but you
 have to remember that they will be over written the next time you install.
