 This is a small fix for a bug in the DSMCC cache code which resulted in
 the cache never reporting that a file was definitely not present in the
 carousel, as opposed to not yet seen.  A consequence of the bug was that
 MHEG applications that used "startup" rather than "a" for their boot
 application, such as the off-air logos for abc1 and Teachers' TV, would
 never be displayed.
