Log:

move prefer_channum into the database, create a global mythweb settings page and remove the theme_ conf files for the mobile themes since all of those settings are now handled elsewhere.  Also fix a bug establishing settings, since there doesn't seem to be a UNIQUE index that lets REPLACE INTO work.
