 Between Stuart A and myself we've worked out all the current DVB scanning
 bugs. We'll supply the patches as we do the work.

 Starting with a patch to fix the inversion of the HasFreeCA flag in
 siscan. HasFreeCA has also been renamed to HasCA which is less ambiguous.
