 I am affected by this also going from 0.18 to 0.19.
 Same story FF/REW > 3X / PVR-350 TV-out.

 Poking around, it looks like the problem might be in:
 libmythtv/ivtvdecoder.cpp or libmythtv/videoout_ivtv.cpp
