Log:

Refs #1866. Descriptor toString() updates

Implements toString() function for the
TerrestrialDeliverySystemDescriptor,
SatelliteDeliverySystemDescriptor and
CableDeliverySystemDescriptor

Previously these were only stub functions.

Makes the FrequencyListDescriptor return frequencies
in Hz, not Hz/10.
