 Add two options to the contrib/mythnotify/cidbcast/cidbcast program:

 1) --logfile which is helpful when running it as a daemon
 2) --phonebook so that numbers sent without a name can be matched against
 a personal list

 There's also a bugfix in udpnotify.cpp: it wasn't using the OSDDisplayTime
 setting to decide how long to keep the notification onscreen.
