Log:

Make ./configure default to using system DVB headers if they are available,
and only fall back to using the kernel headers if they are not available.

If you have out of date system headers you will need to tell MythTV
to use the kernel headers, or copy the DVB headers into 
"/usr/include/linux/dvb".

Also, I've made DVB EIT default to enabled, when DVB is compiled in.
