 (In [7903]) Refs #340.

 Change meaning of "inuseprograms" to include only Playing and Recording,
 and not things like commercial flagging and transcoding.  Playing and
 Recording should block deletion but commercial flagging and transcoding
 should not so they are no longer considered as in use.
