* Modify the Commercial Flagger to not put final commercial ending marker right
  at the end of the recording if the commercial goes through the end.  Instead,
  put it a little over 2 seconds before the end to try to make sure there is
  a seektable entry after the marker.  This fixes the hang that people were
  seeing during playback when trying to skip the final commercial break.  This
  is because a lot of code has to assume the recording is only as long as the
  last position in the seektable where the commercial flagger was assuming the
  recording was as long as its last video frame.
