* Changed the description of the "Automatically Flag Commercials"
  setting to clarify that it is used whenever new scheduled recordings
  are created.  It does not control whether commercial flagging is
  run after a recording finishes.

* Modified blank-frame detection to make it detect blank frames both
  the old way (really black-frames) and the new way.  Sometimes one
  or the other works better, so this should help restore accuracy for
  people who saw decreased accuracy of the blank-frame code with
  the recent commercial detection changes I made.

* Make rating symbol detection honor the CommBorder setting which
  determines the border around the video for commercial detection to
  ignore.
