Log:

JobQueue changes.

Allow Max Simultaneous jobs to 10 (up from the old limit of 5).

Allow setting the minimum JobQueue check frequency to 5 seconds (down from 10).

Instead of sleeping for a whole JobQueueCheckFrequency after we fire off a
job, only sleep for 5 seconds before looping through checking to see if there
are any more jobs to fire off.  This should help ramp up jobs a little quicker
when there are multiple recordings that have recently started or finished.
