Log Message:


* Set the commflagged field back to 0 in the recorded table whenever 
  a recording is transcoded and the cutlist is applied during transcoding.

* Make the JobQueue check to see whether a cutlist exists before it tells
  mythtranscode to apply the cutlist.  This prevents us from clearing out
  the recordedmarkup table for a recording if it's not necessary.

* Cleanup an old unused method in the CommDetect class.
