Log Message:
- added aspect ratio handling to the transcode exporters
- added frame rate conversion support
- changed all *VCD, DVD exporters to force 29.97fps when handed non-PAL video,
  this should catch the case of 59.94fps from HDTV
- fixed the aspect ratio stuff for ffmpeg exporters (put the arg in the wrong
  spot
- fixed DVD exporters to ask for the bit rate again
