More assertive A/V divergence compensation. If video is ahead of
audio, move strictly at half speed until it is within the normal
range for minor adjustments. In my tests, this allows a/v sync to
settle at startup and after seeks in 10 to 12 frames (less than a
second) rather than 150 frames (about 5 seconds). It would settle
even quicker if audio and video started closer to the same time.
