Ok, the video writer now handles skipped frames the way I'd intended when I checked it in yesterday...

I had botched writing the 'repeat' frames, so they came after the gap and not inside the gap, resulting in timecodes that were out of order.

Once again, I haven't seen the thing skip since I made this change, unfortunately the skipping has always been intermittent, so who knows.
