On some of my systems, I put that command in my user's $HOME/.xprofile and it essentially disables them at login. I think the problem has something to do with the fact that xscreensaver and Display settings are both installed and you have to make sure that you turn off the display management power settings and screen locking in both places. I’ve made all those changes; now I’ll test a bunch of cases.<br>
