About the mpeg stream, it does consist of separate video and one or more<br>
audio streams and possibly subtitle streams. Also if the hardware encoder <br>
is broken it could be sending an empty audio stream.<br>

As far as streams are concerned, if DVB, ATSC or any digital TV, there's no encoder involved.<br>
The audio and video are interleaved, you can't have one without the other.</td>
