I have the same problem on Mythbuntu 12.04 and mythtv 0.25+fixes except the task bar is not in the middle but moved down for about 20cm from the top. I have the Separate video modes ticked in the mentioned setings which was recomended for tear free playback. It was fine for ages until couple of months ago and i cant say what went wrong since i update the os libraries and mythtv regularly as they are released in the mythbuntu repos.
Probably some amd driver update. My settings for full HD 1920x1080 tv are:
GUI: 1920x1080
Video output: 1920x1080
Rate: Auto
Aspect: default
and no changes in the overide section.
