I have the same problem on Mythbuntu 12.04 and mythtv
0.25+fixes except the task bar is not in the middle but moved
down for about 20cm from the top. I have the Separate video
modes ticked in the mentioned setings which was recomended for
tear free playback. It was fine for ages until couple of months
ago and i cant say what went wrong since i update the os
libraries and mythtv regularly as they are released in the
mythbuntu repos.
Probably some amd driver update. My settings for full HD
1920x1080 tv are:
GUI: 1920x1080
Video output: 1920x1080
Rate: Auto
Aspect: default
and no changes in the overide section.
I don't have that selection clicked (I don't think I ever did).
Here's what it looks like:

Video mode settings (original; un-clicked):
http://users.zoominternet.net/~dlbrett/ScreenCapture_296.jpg

I clicked it to see what it did; settings look like:

Video mode settings (clicked)
http://users.zoominternet.net/~dlbrett/ScreenCapture_297.jpg

I tried it this way to see if it would have any effect. It made
everything very large (low resolution), but had no effect on the
task bar. I'm sure I've never played with any of those settings, so
I un-clicked it and put back to original. Hmm, not sure where to
look next.
