I'm having some problems with the scheduler choosing versions of programs
which contain "Deaf signed", which means on the BBC at least that I get a
smaller picture surrounded by a border with someone in the right hand
corner. As some of these programs are duplicates of programs shown
normally
at other times, sometimes the scheduler chooses to record these "deaf
signed" programs rather than the normal ones.

Is there anyway for me to exclude from the scheduler programs based on the
content of the programs description?
In TV Settings under the Priorities entry:

Sign language recording priority
Additional priority when a showing is marked as having in-vision sign
language.

or maybe

Hard of hearing priority
Additional priority when a showing is marked as having support for viewers
with impaired hearing.

Set one or both to negative values.

I've done that, and for the most part its worked, but occasionally they
still get picked up, I'd like a way to never record them if possible.
For that, you'll need to use Custom/Power Recording Rules: http://www.mythtv.org/docs/mythtv-HOWTO-12.html#ss12.5 . And, specifically, see the example clause, "Only shows with in-vision signing" and after inserting that clause into your rule, change the "> 0" to "= 0".
