I see 10.11.11 includes mariadb.conf but 10.11.15 does not include either.
Comparing the two packages (dnf repoquery -ql mariadb-server-...) I see
mariadb-server-3:10.11.11-1.fc42.x86_64 includes
/usr/lib/sysusers.d/mariadb.conf
/usr/lib/tmpfiles.d/mariadb.conf
mariadb-server-3:10.11.15-1.fc42.x86_64 includes
/usr/lib/sysusers.d/mariadb10.11.conf
A (fedora?) packaging issue? I am now reported it in the fedora users list.
