CentOS-7 seems to have last been updated in 2017, so it may well be
old enough to use the version of lirc from before the major update
when the drivers were moved to the kernel.  The config for that
version is very different to modern lirc.  I have found a copy of the
CentOS-7-x86_64-Everything-1708.iso to download so I will try an
install of that in a virtual machine and see how it looks.
