I'm using the Functionality 31.2 theme.  With that theme I use:
Setup > Video > Playback > Commercial skip, where my Automatically Skip
Commercials is set to off, but it skips them if they are marked in either
the comm flags or cut list. It's in the same place in MythCenter-Wide 1.10
