Have you tried specifying the full path to mythchanger in the setup?

To find out where it is stored, issue the following CLI command:

which mythchanger

This will yield something like /usr/bin/mythchanger (or whatever). Then
specify that full path in the channel changer entry in mythtv-setup.

This is to eliminate the assumption that the backend might not be able
to find the mythchanger executable.
