I have some additional data about this problem. The system uses BTRFS and I
restored to a setup of snapshots (@, and @home) from a few days ago before
the most recent update.  The mythtv-setup has the same issue on that
release of MythTV as well.

However, the good news is my production mythtv backend does not have this
problem. mythtv-setup works fine either on that system or through ssh.

So I'm going to assume this issue is unique to this test system and rebuild.
