Correct.

Does that also apply for another smart TV with the HDHR app from seeing

No, active EIT by MythTV does allocate one (the first) tuner for MythTV.
When MythTV wants to make a recording it does start with that tuner. The
other tuner is still available for use by the smart TV, unless MythTV
is making recordings on both tuners.
