Okay, I just checked my NUC test FE/BE combo. My user 'jim' is not part of
the video group there either.  But that system only uses HDHomeRun tuners,
so those must not require you being a part of the video group.
mythtv-setup was run as user 'jim' on this system.  Below is part of
/etc/group
j
im at pop-os:~$ cat /etc/group | grep mythtv
dialout:x:20:mythtv
cdrom:x:24:mythtv
sudo:x:27:jim,mythtv
audio:x:29:pulse,mythtv
video:x:44:mythtv
mythtv:x:131:jim
jim at pop-os:~$
