Okay problem solved.   This production backend has not been modified in a
long time, but I do Ubuntu and mythtv updates when they roll out.

At some point mythtv must have modified permissions so that if you run
mythtv-setup as a normal user, that user must be in the video group.

Once I did "sudo usermod -aG video jim"  I could run mythtv-setup delete
all my tuners and re-add them, do the Input connections and scan using the
first tuner and problem solved.
