[mythtv-users] failure on v31 mythplugins on clean install

I just wanted to confirm that the fix worked for me.  I did a fresh 
install of Xubuntu 18.04.4 and installed v31 of mythtv and mythplugins. 
No errors.

version I see is 2:31.0+fixes.202003191646.b4c4b61~ubuntu18.04.1
