[mythtv-users] failure on v31 mythplugins on clean install

Since I had a problem upgrading mythweb on my development system again, 
I tried a fresh build. I wiped the hard drive and reinstalled Ubuntu 
18.04.4 and then mythtv.

However, when I got to mythplugins I got this error on mythweb:
