Are you in the USA? If so, those covenants may not limit you to attic antennas.

Also, if you are using any type of amplifier, be careful not to overload it. In my area, FM radio was hugely more powerful than
television. I had to put an FM trap in front of the distribution amp to prevent FM from clipping in the amplifier and causing
broad band interference with TV.
