I did create /etc/udev/rules.d/99-Hauppauge.rules

/etc/udev/rules.d$ ls -la

Mythtv is a member of group video

video:x:44:mythtv


steve is not a member of video, though.  Maybe that's why it wouldn't run
except as sudo?
