Looks like you're missing the mod_php module for Apache httpd. Either 
that or your distro uses the suPHP module, which can't use php_value 
(among other directives) in the Apache configuration files and instead 
needs custom php.ini files (in each directory).  I'm guessing it's the 
former.  If it's the latter, you may find it much easier just to 
uninstall suPHP and install mod_php.
