Yes, that transcode stub looks like it is an excellent base to work
from.  Good find!  Although what is wanted here specifically is to not
transcode at all (as that always loses quality when you are working
with lossy codecs).  All that is needed is to change the container
format, just copying the existing streams from the NUV container to an
MPEG2 container.

And going to a .mkv file extension is not a good idea, as there is a
fair bit of code in and around MythTV that assumes that all recording
files are going to be .nuv, .mpg or .ts file extensions.  It does not
matter if the contents of the file are different from what is implied
by the extension, but only those three extensions are supported for
recording files.

No, those settings only apply to videos, not recordings.
