A possibility is that you have a CI+ CAM module (note the plus sign).
With CI+ decoding only works if the recipient can prove via HDCP
(high-bandwidth digital content protection) that it really is a
display. In that case it works with your TV because the TV has the
correct HDCP keys. A PC with MythTV (or with Windows) does not have
HDCP keys.  Conditional access with PC's only works with the older CI
(without the +).

MythTV version 29 is now quite old...  Today's master can handle TBS cards that
have multiple frontends and card that can work with multiple delivery systems.
So then you do not need the udev, the symlinks and the mysql to get it working.
Unfortunately, this will not solve your decryption problems.
