Okay I can mark this as solved.  The problem was that in 
mythtv-backend.service there are several options for Environment. Now 
mine are commented out.  Before the first one was uncommented. Probably 
an assumption I made wrong when setting it up.

#Environment=MYTHCONFDIR=/etc/mythtv
# Default setting assumes a system wide install. Otherwise it should be 
set to
# the folder containing the .mythtv subfolder containing the config.xml 
file
# Such as
#Environment=HOME=/usr/share/mythtv
# or
#Environment=HOME=/~/.mythtv
