4K is not a requirement, but 1080 is - according to specs, Raspi4 is
1.5GHz, but that's not much improvement over the Raspi3B+ at 1.4GHz ? 
The Raspi4 is quite tempting though, with the options for more memory. 
1Gb is only just enough.
