Richard has done this, and packages for hdhomerun-20180817-1 are now in 
the testing repos for Fedora 28 and 29  I expect similar packages for 
epel7 will appear soon.

Commit 1480116 fixed my build problem in el7 and I have no homerun 
hardware, so I probably can't make a useful response.  But others might 
like to know.
