I'm not in the NY area, but my local NBC affiliate (KNSD) did a similar 
thing over a year ago when they packed in two more sub channels.  It 
averages about 3.2GB per hour now (about what you are getting).  My 
other NBC station (KNBC) still has a higher bit rate.
