I'm wondering if the problem is that the host proxy is unknown for some reason.

What does the following produce from your backend?

https_proxy=http://proxy:3128/ http_proxy=http://proxy:3128/ wget -O - https://cbclivedai5-i.akamaihd.net/hls/live/567235/event2/CBOT/master1.m3u8
