I installed on Leap 15.0 from packman and the user was created.

I don't believe that will work on Leap 15.
mythbackend startup is now managed by systemd. You can use the YaST
services manager to try to start it. Or use systemd directly.
I have to say that at the moment mythbackend is not starting for me.
I'm seeing errors:
2018-07-24 12:35:24 <3> acer-suse(7430) [bash]
ShellCommand.cc(shellcommand):78 Failed to start mythbackend.service:
Unit mythbackend.service is not loaded properly: Exec format error.
and
Jul 20 15:38:33 acer-suse
systemd[1]: /usr/lib/systemd/system/mythbackend.service:11: Invalid
user/group name or numeric ID: Productivity/Multimedia/Video/Players
I don't understand what they mean but I'd be interested if you see
anything different.
