You can find it in
/etc/mysql/mysql.conf.d/mysqld.conf
If you have to change it, make sure to restart mysql

In /etc/mysql/conf.d/mythtv.conf file I have #bind-address=:: It was installed by mythtv installation.
I’ll test with bind 0.0.0.0
