I am running 0.28 on mythbuntu 14.04 (Trusty) just fine. Before I
upgraded from 0.27.x to 0.28, I first had to manually install some
python packages from Xenial (16.04). This was needed to get the TVDB
listings to keep working (https://www.mythtv.org/wiki/TheTVDB_API_v2).
Perhaps you need to pull those first? Also refer to the mythtv-users
topic, "Upgrade your system for TheTVDB update on October 1st 2017" for
more details.
I upgraded from 0.27 to 0.28 using the mythbuntu PPA and doing a regular
apt-get update. Something along the lines of "sudo add-apt-repository
ppa:mythbuntu/0.28".
