If you do want lirc to work in 18.04, I have a script that fixes it
available from my web server:

http://www.jsw.gen.nz/mythtv/lirc-ubuntu-18.04-install.sh

As installed by the 18.04 packages, lirc is seriously broken,
especially its new Python tools for configuring it.  My script fixes
all that.  There is a thread earlier this year about this, and also a
couple of threads about upgrading to 18.04 and the problems found.
