[mythtv-users] Frequency scaling quit working with the upgrade to 16.04

Read through the article and I see that basically I have the driver but it
is conflicting with my BIOS.  Note the error message in the image in my
message.  The linked description is not really addressing the problem I
have, which is more fundamental imho.  This link
https://forums.linuxmint.com/viewtopic.php?t=226570 more addresses my
problem but you may notice the OP followed suggestions and bricked his
computer. He got some help and recover that but the final resolution was to
ignore the error message.  Not really helpful in what I am wanting to do,
which is to get the CPU frequency scaling doing what I want.

According to cpuinfo, the CPU is running at full speed at idle, which is
not what I want.
